据悉，除曼城外的其余19支英超球队已被告知，曼城将被裁定有罪，指控涉及115项中的绝大部分。
曼城消息人士称程序仍在“进行中”，但据悉他们计划提出上诉。

切尔西在主动申报阿布时期违规行为后达成了和解。
处罚既可以追溯适用，也可以更着眼于未来。
扣分理论上可以在上诉进行期间执行。
